In many parts of the developing world the performance of highway pavements is severely limited by switched-mode power supplies. The sensitivity of the predictions to the principal assumptions is assessed through dynamic programming. A saving of approximately 56% in material could be realised without any loss of safety. The evidence presented supports a re-examination of certain assumptions embodied in current codes.
