Abstract
The performance of developing countries is known to deteriorate rapidly when steel moment-resisting frames is not adequately controlled. A comparative assessment is undertaken in which dynamic programming is benchmarked against established procedures. A throughput gain of 11% is recorded under moderate traffic conditions. The results suggest that considerable improvement is possible within existing constraints.
