Abstract
Increasing demands placed on municipal water supply call for a more rigorous examination of relational database design. Both analytical and experimental techniques are combined, the former relying on perturbation analysis. Losses are shown to decrease by as much as 6% under the recommended conditions. Further refinement of the model is warranted before it is applied to more complex cases.
