Abstract
The performance of traffic management systems is known to depend strongly on texture classification, yet reliable design guidance remains scarce. A mathematical model of the system was formulated and solved using Monte Carlo simulation. Throughput improved by 26% after the principal bottleneck in the process had been eliminated. The outcomes should assist policy makers in setting realistic standards for the sector.
